Dear Chair and Commissioners:
The undersigned subscribers and advocates respectfully urge the New Mexico Public Regulation Commission to adopt Utility Consolidated Billing with Net Crediting for New Mexico’s community solar program.
Net Crediting is a proven policy mechanism that is fundamental in making community solar accessible to low-income households. States including New York, New Jersey, Maryland, Illinois, Minnesota, and Oregon have successfully implemented Net Crediting because it ensures community solar programs can effectively serve households in need.
Under Net Crediting, New Mexicans who temporarily fall behind on their electricity bills – due to events like losing a job, unexpected medical costs, or supporting a family member – will continue to receive bill relief from their community solar project.
Any other consolidated billing mechanism, under which providers can only serve subscribers who pay their entire utility bill every single month, will fall short. Net Crediting is essential to delivering what the New Mexico Legislature created this program to do: provide assistance to the low-income households that need it most.
